OBJECTIVE OF THE OFFICE/DEPARTMENT This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO) Contractual Agreement: Non-Staff - National PAHO Consultant Job Posting: setembro 9, 2026 Closing Date: setembro 21, 2026, 11:59 PM Brasilia Standard Time Primary Location: Rio De Janeiro, Brazil Organization: AFT Centro Panamericano de Fiebre Aftosa (PANAFTOSA) Schedule: Full time PURPOSE OF CONSULTANCY Contratação de consultor especializado em conteúdo de sites, especialmente voltados para Comunicação Institucional, para prestação de serviços de atualização e edição de websites para os sites do Centro Pan-Americano de Febre Aftosa e Saúde Pública Veterinária da Organização Pan- Americana da Saúde/Organização Mundial da Saúde (PANAFTOSA/SPV-OPAS/OMS), com objetivo de melhorar a visibilidade das ações do PANAFTOSA/SPV-OPAS/OMS e a interlocução com parceiros e beneficiários da Cooperação Técnica oferecida pelo Centro. DESCRIPTION OF DUTIES: 2. DESCRIÇÃO DOS PRODUTOS/ENTREGAS: Fornecer serviços de consultoria técnica para a modernização, reestruturação e manutenção da infraestrutura web do PANAFTOSA, contribuindo para o aprimoramento da comunicação institucional, acessibilidade e usabilidade dos portais digitais da Organização. A função concentra-se na revisão, otimização e reestruturação da página web principal do PANAFTOSA e de seus subsites vinculados, no redesenho de layouts intuitivos e padronização visual, bem como no desenvolvimento de novos subsites institucionais, como o da COSALFA 50. Abrange também a auditoria de hiperlinks, a elaboração do mapeamento de navegação e a documentação técnica necessária para repasse de conhecimento à equipe, garantindo a segurança, funcionalidade e manutenção contínua dos sistemas produzidos. O(a) consultor(a) será responsável por produzir quatro entregas principais: Produto 1 – Documentação e MVP do portal de candidatura: Uma documentação do funcionamento e regras do sistema, bem como um MVP simples para início de prova de conceito. - Período: 01/10/2026 a 15/11/2026 - Data de entrega: 15/11/2026 - Valor: BRL 13.500,00 Produto 2 – Portal do candidato: Desenvolvimento do portal onde o candidato, escolhe suas vagas, preenche seu perfil, acessa relatórios, dashboards e quadro de avisos. Desenvolvimento do módulo dentro do portal, de controle da vaga já preenchida, como o contrato, datas de vigência, possíveis avaliações, e tudo que pode envolver informações do candidato a vaga na qual ele foi selecionado. - Período: 16/11/2026 a 20/12/2026 - Data de entrega: 2/12/2026 - Valor: BRL 13.500,00 Cent ro Pan-Amer i cano de Febre Af tosa e Saúde Públ i ca Veter in ár i a – PANAFTOSA-OPAS/OMS 2 Produto 3 – Portal do administrador: Portal onde o administrador/empregador irá gerenciar os candidatos em relação as vagas, onde o sistema fará uma lista curta, utilizando IA, e poderá realizar a contratação dos candidatos, inserir documentos, contratos e alertas. - Período: 21/12/2026 a 10/02/2027 - Data de entrega: 10/02/2027 - Valor: BRL 10.800,00 Produto 4 – Portal da PAHO: Portal para ser utilizado por candidatos da PAHO, com possível login com ENTRA ID, com finalidade de auditar, gerar relatórios, dashboards e gerenciar usuários administradores. - Período: 11/02/2027 a 31/03/2027 - Data de entrega: 31/03/2027 - Valor: BRL 16.200,00 3. PERFIL DO PROFISSIONAL: 6.1 Formação Acadêmica: Essencial: Formação superior completa em Sistemas de Informação, Ciência da Computação ou áreas correlatas. Desejável: Especialização em Programação. 6.2 Experiência Profissional: Essencial: Mínimo de 03 (três) anos de experiência profissional comprovada em criação, edição e manutenção de conteúdo para sistemas e websites. 6.3 Conhecimentos Técnicos/Habilidades: Essencial: Experiência em React, HTML, CSS, JS, TypeScript, .NET Core, Azure DevOps, GitHub, SQL Server. 6.4 Idioma: Essencial: Domínio do idioma português. Conhecimento em nível de trabalho nos idiomas inglês e espanhol. 4. DURAÇÃO DO CONTRATO E LOCAL DE TRABALHO: O contrato terá vigência de 6 meses, com previsão de início em 10 de outubro de 2026 e término em 31 de Março de 2027. Local de Trabalho: PANAFTOSA/SPV-OPAS/OMS, município de Duque de Caxias, Rio de Janeiro, Brasil. Durante o contrato, as atividades de consultoria serão todas desenvolvidas de forma remota. 5. VALOR DO CONTRATO E FORMA DE PAGAMENTO: O consultor contratado receberá o valor global de R$ 54.000,00 (cinquenta e quatro mil reais), dividido em 4 parcelas a serem pagas mediante a entrega dos produtos descritos no item “2. Descrição dos Produtos/Entregas. ADDITIONAL INFORMATION This vacancy notice may be used to identify candidates for other similar consultancies at the same level.
